- Cook rotini in salted boiling water until al dente. Drain and set aside, reserving 1/2 cup of pasta water.
- Heat olive oil in a skillet, add beef, season, and cook until browned.
- Remove beef and make the sauce by melting butter, adding garlic, and whisking in flour.
- Slowly whisk in cream and milk until smooth, then add Parmesan and seasonings.
- Return beef and pasta to the pan, toss to coat, and add reserved pasta water as needed.
- Garnish with parsley and serve hot.
