Method
- Preheat oven to 350°F (175°C). Line baking sheets with parchment paper.
- Whisk flour, baking soda, baking powder, and salt together.
- Cream butter and sugars until fluffy. Add eggs and vanilla.
- Mix dry ingredients into wet ingredients until combined.
- Stir caramel with milk to loosen, then gently swirl into dough.
- Scoop dough onto baking sheets.
- Bake 10–12 minutes until edges set and centers soft.
- Sprinkle with sea salt and cool on rack.
Notes
Do not overmix caramel into dough to maintain visible swirls.
