Ingredients
  

Cookie Dough
  • 2.75 cups all-purpose flour
  • 0.5 tsp baking soda
  • 0.5 tsp baking powder
  • 0.5 tsp salt
  • 1 cup unsalted butter softened
  • 0.75 cup granulated sugar
  • 0.5 cup light brown sugar packed
  • 1 egg large
  • 2 tsp vanilla extract
Filling and Finish
  • 18 soft caramels unwrapped
  • 2 tbsp milk or cream optional, for softening caramels
  • 0.25 cup granulated sugar for rolling
  • sea salt flakes optional, for topping

Method
 

  1. Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
  2. In a medium bowl, whisk flour, baking soda, baking powder, and salt.
  3. Cream butter and sugars until light and fluffy, then add egg and vanilla.
  4. Add dry ingredients to wet mixture gradually until a soft dough forms.
  5. Flatten 1½ tbsp dough, add a caramel center, and seal dough around it.
  6. Roll each cookie ball in sugar and place 2 inches apart on baking sheet.
  7. Bake 10–12 minutes or until edges are lightly golden. Cool before serving.

Notes

Use soft caramels for best texture. Avoid overbaking to keep the centers gooey.
