- Preheat oven to 350°F (175°C) and line a baking sheet with parchment paper.
- Whisk together dry ingredients in a bowl.
- Cream butter and sugar, then add egg, zest, and vanilla.
- Alternate adding dry ingredients and orange juice until dough forms.
- Scoop dough onto baking sheet and bake until lightly golden.
- Simmer glaze ingredients, strain, and whisk in powdered sugar.
- Drizzle glaze over cooled bites and allow to set.
