Method
- Bring a small saucepan of water to a boil. Add chipped beef and simmer 1–2 minutes. Drain and set aside.
- Melt butter in a skillet over medium heat.
- Whisk flour into butter and cook 1–2 minutes to form a roux.
- Slowly whisk in milk until smooth and thickened.
- Stir in chipped beef and black pepper. Simmer 2–3 minutes.
- Serve hot over toasted bread.
Notes
Rinse chipped beef briefly to reduce saltiness before cooking.
