- Preheat oven to 400°F (200°C) and grease a baking dish.
- Cook onion and garlic in olive oil until softened.
- Brown ground meat, breaking it apart as it cooks.
- Stir in tomato paste, seasonings, broth, and vegetables. Simmer until thickened.
- Transfer mixture to baking dish and top with mashed potatoes.
- Bake uncovered until bubbling and lightly golden.
