- Cook penne pasta in salted boiling water until al dente. Reserve 1 cup pasta water and drain.
- Melt butter in a skillet over medium heat. Add garlic, shallots, and red pepper flakes. Sauté until fragrant.
- Pour in vodka and simmer for 2–3 minutes until reduced.
- Add tomato paste and crushed tomatoes. Simmer for 10 minutes until thickened.
- Reduce heat and stir in heavy cream and Parmesan until smooth.
- Add pasta to the sauce, tossing with a bit of pasta water until evenly coated.
- Season with salt and pepper. Garnish with basil and extra cheese before serving.
