- Bake potatoes at 400°F until tender.
- Cook onion, carrots, and garlic in olive oil.
- Brown ground meat and season.
- Add tomato paste and broth, simmer until thick.
- Scoop potato flesh and mash with butter and milk.
- Fill potato shells with meat mixture.
- Top with mashed potatoes.
- Bake again until golden.
