- Preheat oven to 375°F (190°C) and grease a 9x13-inch casserole dish.
- Heat olive oil in a large skillet over medium heat. Cook onion and bell pepper until softened.
- Add garlic and cook briefly until fragrant.
- Add ground beef and cook until browned. Drain excess grease if needed.
- Stir in tomato sauce, ketchup, tomato paste, Worcestershire sauce, brown sugar, mustard, paprika, salt, and pepper.
- Simmer mixture for 8–10 minutes until slightly thickened.
- Spread beef mixture evenly into prepared casserole dish.
- Sprinkle half of the cheddar cheese over the beef layer.
- Arrange biscuit dough pieces evenly across the top.
- Bake for 18–22 minutes until biscuits are golden brown.
- Top casserole with remaining cheddar cheese and bake an additional 3–5 minutes until melted.
- Garnish with parsley and serve warm.
Notes
