- Heat olive oil in a large pot over medium heat. Add ground beef and cook until browned. Drain excess fat.
- Add onion, garlic, celery, and carrots. Cook 5 minutes until softened.
- Stir in tomato paste and diced tomatoes. Cook 1 minute to deepen flavor.
- Add beef broth, potatoes, Worcestershire sauce, thyme, paprika, bay leaf, salt, and pepper. Stir well.
- Bring to a boil, reduce heat, and simmer 30–40 minutes until vegetables are tender.
- For a thicker stew, mix flour with water and stir in during the last 10 minutes.
- Remove bay leaf, taste, and adjust seasoning. Garnish with parsley and serve hot.
